Transit Fare Arrangements for Public Employees

The purpose of this synthesis is to document the state of the practice for transit agencies in terms of fare arrangements for public employees. Results of a cross-section survey of transit agencies in North America yielded information on important issues such as leadership of the program; barriers, obstacles, and constraints; administrative procedures; implementation; lessons learned; cost, financing, and pricing; and program evaluation. Thirty-one completed surveys were received from 43 transit agencies, yielding a 72% response rate. Twelve transit agencies shared lessons learned from the implementation of 18 fare programs for public employees. Six case study agencies provide additional details on innovative and successful practices, as well as comments on other issues related to public employee pass programs.
