Transit Agency Compliance with Title VI: Limited English Proficiency Requirements

This digest summarizes the results of Transit Cooperative Research Program (TCRP) Project J-5, "Legal Aspects of Transit and Intermodal Transportation Programs," Study Topic 11-03. The objective of TCRP Project J-5 Study Topic 11-03 was to assess the legal issues associated with transit operators' limited English proficiency (LEP) compliance efforts. The goal of the study was to produce a digest that would serve as a single source of information concerning the development and current status of transit LEP implementation efforts by state and local legislative and operational bodies. During Phase I background research on a variety of topics was conducted. Phase I also included a survey questionnaire sent out to almost 300 transit agencies nationwide. Responses were received from 84 transit agencies. The scope of the questionnaire and results concerning complaints are summarized in this digest.
