The purpose of this study was threefold: (1) to determine if it is technologically feasible to construct pavement that will last as long as 50 years without major rehabilitation; (2) to identify the research needed to make long-lived, lower-maintenance pavement a reality; and (3) to describe the benefits as well as the constraints associated with the development and use of pavement that lasts longer and requires less maintenance. The report is organized in five chapters. Chapter 1 provides an introduction. Chapter 2 presents the findings and recommendations. Chapter 3 provides background information on current pavement design practice. Chapters 4 and 5 examine technical issues and economic and finance issues, respectively, affecting the long-lived, lower-maintenance pavement.
